During the year 2003 USPI-NL and the ministry of Economic Affairs and Senter, jointly developed the Next Generation Scenario (NGS) for the Oil,Gas & Petrochemical sector plant engineering supply chain.
The scenario was created in the context of the CIC (Concurrenen door ICT Competenties) scheme offered by the ministry of Economical Affairs to achieve a breakthrough in the development and innovative use of ICT in the various sectors.

The NGS is based on the outcome of the vision workhop that was held on 27 November 2002 at the offices of EZ in the Hague where a group of 55 senior managers from the process industry plant supply chain gave thgeir views on the important issues for the coming 5 - 10 years.

On 20 May 2003 the CIC brokerage day was held in Fort Voordorp, Groenekan where the process industry sector plant supply chain was matched with soplution providers and knowledge institutes to brainstorm about innovative and break through projects.

On 4 December 2003 at the USPI-NL Management Board meeting at the offices of ABB in Rotterdam, the NGS booklet was officially handed over by Jasper Kraaijeveld, EZ and Mel McGillivray, Senter to Tap van Koperen, Chairman of USPI-NL.

With this handover USPI-NL was formally given ownership of the Next Generation Scenario with the task to discuss the NGS with the various industry groups that will benefit from it such as the Branches VNCI, FME-CWM, FHI, UNETO, VOMI, etc.
Through workshops USPI-NL will allow these groups to achieve depth of the scenario for their specific interest.
